We’re glad you’re here! To make your driving time in downtown Dubuque more productive, here’s a guide to parking. Most of downtown Dubuque has street parking access (both metered and free), but we also have five easily accessible parking ramps. NOTE: ALL downtown metered parking is FREE ALL DAY SUNDAY, HOLIDAYS and MONDAY-SATURDAY 5 PM-8 AM. Yes, we said it: FREE!

Free Parking

NOTE: ALL downtown metered parking is FREE ALL DAY SUNDAY, HOLIDAYS (see list below) and MONDAY-FRIDAY 5 PM- 8 PM. Yes, we said it: FREE!

However, if there isn’t a meter on the street, free parking for a limited time may be available from anywhere from 15 minutes to several hours. Please note area signage.

Some of the main parking ordinances that will see citywide enforcement include:

Parking on the wrong side of a street (enforcement will focus on more heavily traveled streets, however, it will not be limited to those streets)
Parking on a sidewalk
Residential parking districts
Parking in front of a public or private driveway
Parking within five feet of a fire hydrant
Fire lane violations
Parking within 10 feet of a stop sign or traffic light
Public safety parking violations
Holidays Include: January 1st, Martin Luther King Day, Memorial Day, July 4th, Labor Day, Veterans Day, Thanksgiving Day & Following Friday, December 24th, 25th &31st.

Metered Parking

Meter Enforcement

Parking meters are enforced Monday through Saturday from 8 a.m. through 5 p.m. except for City holidays. City holidays include New Year’s Day, Martin Luther King’s birthday, Memorial Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving Day and the day following, Christmas Eve, Christmas Day, and New Year’s Eve.

Payment Options

American Coins
- All parking meters accept coins. Note denominations and corresponding minutes change with length of time parking meter allows. Parking Meters may allow parking anywhere from a maximum of 20 minutes to 10 hours. Note signage on each meter.
Pay By Phone
- Parking meter customers can use their mobile phones to pay for parking at all 1,800 of the City of Dubuque’s parking meters.
- Informational decals have been added to all meters to provide basic instructions on how to utilize this service.

Downtown Parking and Shuttle Service

Central Avenue Parking Ramp/Bicycle Storage Area

975 Central Avenue
The Central Avenue Parking Ramp has automated cashier equipment. Fees are $2.00 for the first hour and $.0.50 per hour thereafter with a $8 per day maximum. Visa, Mastercard and Discover are accepted in addition to cash. Monthly parking for $52.00 – please call for availability. This ramp is located in the block bordered by Central Avenue, Iowa Street, 9th Street, and 10th Street. There is a free daily bicycle storage area located on the ground floor, Iowa Street side of the ramp.

4th Street Parking Ramp Five Flags Parking Ramp
100 W. 4th Street
The Five Flags Parking Ramp has automated cashier equipment. Fees are $2.00 for the first hour and $0.50 per hour thereafter with a $8 per day maximum. Visa, Mastercard, and Discover are accepted in addition to cash. Monthly parking for $45.00 – please call for availability. This ramp is located on 4th Street between Main and Iowa Streets.

5th Street Parking Ramp 5th Street Parking Ramp

501 Iowa Street
The 5th Street Parking Ramp features monthly parking for $52.00 – please call for availability. This ramp is located on 5th Street between Main and Iowa Streets.

Iowa Street Parking Ramp
701 Iowa Street
Daily fees apply at $2.00 for the first hour and $0.50 per hour thereafter with a maximum of $8 per day. Automated cashier equipment is available when the cashier is not present. Visa, Mastercard, and Discover are accepted in addition to cash. Monthly parking charge of $48.00 for roof parking and $60.00 for covered parking – please call for availability. This ramp is located on Iowa Street between 6th and 8th Streets.

Locust Street Parking Ramp
830 Bluff Street
The Locust Street Parking Ramp has no cashier on duty and employs automated cashier equipment. Fees are $2.00 for the first hour and $0.50 per hour thereafter with a maximum of $8 per day. Visa, Mastercard, and Discover are accepted in addition to cash. Monthly parking charge of $48.00 for roof parking and $60.00 for covered parking – please call for availability. This ramp is in the block bordered by Locust, Bluff, 8th, and 9th Streets.

Dubuque Bike/Hike Trail System

The City of Dubuque maintains a comprehensive 53-mile bike/hike trail system. This system includes 28 miles of on-street routes and 25 miles of paved trails for walking, hiking, and biking.
